Todo funcionario, empleado o agente del Gobierno Nacional que por razón de sus funciones deba recibir, desembolsar o manejar de cualquier otra manera fondos o bienes nacionales, estará obligado a prestar fianza de manejo. Cada uno de tales funcionarios, empleados, persona, firma o compañía que por virtud de la ley deba prestar fianza para asegurar su manejo, lo hará por la surta y en la forma prevista por la ley y de acuerdo con las reglamentaciones que establezca el Contralor General.
