El derecho de importacion de los artículos declarados libres por el artículo 2.° de la ley 38 de 1881 , será recaudado conforme á la tarifa, y su producto se pondrá á la disposicion de los Gobiernos de los Estados que se hallen invadidos por la langosta y á cuyo consumo se hayan destinado tales artículos, para que dicho producto se distribuya entre los individuos mas necesitados.
