Mientras se hace efectiva la obligatoriedad del servicio conforme al artículo 19, la Secretaría Nacional de Acción Social dispondrá que se preste por contingentes, empezando por el personal que desee hacerlo voluntariamente. El servicio solo será obligatorio en caso de que no se presente un número suficiente de personas o no dé resultado satisfactorio el personal voluntario, a juicio de la Secretaría.
