Estas sumas serán pagadas por la Nación al Municipio de Manzanares, por cuartas partes, en las vigencias fiscales de 1960, 1961, 1962 y 1963, y se incluirá la partida indicada en el respectivo Presupuesto anual. Si el Congreso no lo hiciere así, el Gobierno queda autorizado para abrir los recursos suficientes para dar cumplimiento a esta Ley.
