El presente decreto tiene por objeto brindar un estímulo con el fin de promover el ahorro para el mejoramiento o adquisición de vivienda a las madres comunitarias que a partir de su entrada en vigencia, estén aportando su trabajo solidario como contribución voluntaria para el “Programa Hogares Comunitarios de Bienestar” del Instituto Colombiano de Bienestar Familiar.
