LEGISLACIÓN ANTERIOR

Artículo 16.- Imposibilidad de denegar decisiones o respuestas por parte de la Administración. Las autoridades administrativas no pueden dejar de resolver, por deficiencia de las leyes, los asuntos que se les propongan en el ámbito de su competencia. En este caso acudirán a las normas de integración del derecho y, en su defecto, a las de la Constitución Política que definen los fines y objetivos del Estado en armonía con el principio de equidad.
