Con el propósito de procurar la solución del problema de la vivienda urbana popular de la ciudad de Cali, decláranse de utilidad pública e interés social los terrenos sobre los cuales están levantadas las construcciones que integran los barrios Terrón Colorado, Belisario Caicedo, Siloe, Alberto Lleras, Caña Veralejo, Villanueva, Primitivo Crespo, Simón Bolívar, Municipal, Balvanera, El Rodeo y los localizados entre la margen derecha del actual cauce del Río Cali y la carrera 1 a . y entre las calles 30 a 50, excepción hecha de las zonas donde se han cumplido las disposiciones urbanísticas de la Oficina de Planeación de Cali.
