°. Objeto y principios . El presente decreto tiene como objeto reglamentar la prestación del Servicio Público de Transporte Terrestre Automotor Especial y establecer los requisitos que deben cumplir las empresas interesadas en obtener y mantener la habilitación en ésta modalidad, las cuales deberán operar de forma eficiente, segura, oportuna y económica, cumpliendo con los principios rectores del transporte como el de la libre competencia y el de la iniciativa privada, a las cuales solamente se les aplicarán las restricciones establecidas por la ley y los Convenios Internacionales.
