El artículo 2° del Decreto 1971 de 3 de noviembre de 1931, quedará así: "Para los efectos de este Decreto se entiende por productos alimenticios artículos tales como: leche, carne, arroz, cebada, maíz, fríjoles, garbanzos, arvejas, lentejas, harina de trigo, harina de maíz, pan, azúcar, panela, cacao, huevos, manteca, papas, y los demás que a juicio de la respectiva Junta de Control de Alimentos constituyan base de alimentación en una región dada."
