Créase el Fondo Nacional de Adquisiciones y Bienestar Social Campesino, cuyas funciones serán las siguientes: a) Pagar las tierras adecuadamente explotadas que el INCORA adquiera a cualquier título. b) Auxiliar los Fondos de Bienestar Veredal que se crean por la presente Ley. El Fondo tendrá patrimonio autónomo, será manejado por el Ministerio de Agricultura y sus funciones de Tesorería y Pagaduría se cumplirán sin detrimento de las que competen privativamente al Instituto Colombiano de la Reforma Agraria (INCORA) para calificar y adquirir tierras.
