La construcción se hará directamente por el Ministerio de Obras Públicas o por el Consejo Administrativo de los Ferrocarriles Nacionales, sea por administración directa o por medio de contrato. También podrá emprenderse en la construcción en referencia mediante la constitución de una sociedad anónima por acciones que suscribirán la Nación y el Departamento o los Municipios interesados o los particulares.
