Créase en la ciudad de Mocoa con subsede en Sibundoy, Intendencia Especial del Putumayo, un Instituto de educación superior, que se denominará "Instituto Tecnológico del Putumayo", como establecimiento público de carácter académico del orden nacional, con personería jurídica, autonomía administrativa y patrimonio independiente adscrito al Ministerio de Educación Nacional, cuya organización y funcionamiento se regirá por las disposiciones contenidas en los artículos siguientes:
