El Gobierno procederá a levantar el censo ganadero y avícola del país que deberá llevarse a cabo cada cinco años. El Gobierno queda facultado para organizar todo lo conducente a la confección de este censo, para imponer multas y emplear los demás procedimientos indicados para vencer las resistencias que puedan oponer los propietarios.
