Art. 2º Las Cámaras Legislativas harán la elección que les corresponde para miembros de los Consejos Electorales de Departamento, en las sesiones ordinarias inmediatamente anteriores al principio de cada período de los Consejeros. Cuando las Cámaras hubiesen estado en receso durante el tiempo de dicha sesiones, podrán hacer la elección de que se trata en las próximas sesiones, auque sean extraordinarias.
