Empate en el proceso de calificación . Se entenderá que hay empate total cuando dos ofertas presenten un margen de diferencia hasta del dos por ciento (2%) en el puntaje total. En caso de empate, éste será dirimido con base en la metodología que se fije en los términos de referencia.
