El Instituto .de Fomento Algodonero queda facultado para celebrar las operaciones de crédito interno o externo que sean necesarias para el desarrollo de sus labores, pudiendo dar en garantía la parte de patrimonio que juzgue conveniente, o el importe de los impuestos establecidos por los artículos 1º. y 2º. de este Decreto, y tanto el Instituto como los bonos, documentos de crédito, etc. de la institución, estarán exentos de impuestos y contribuciones nacionales.
