Art. 1.° Autorízase al Gobierno para celebrar con el concesionario, Sr. Indalecio Liévano, sobre las bases que se determinan en la presente Ley, un contrato para la construcción de un ferrocarril que venga desde un punto situado en el río Magdalena, entre Conejo y Guarumo, á la ciudad de Bogotá, para el cual tiene privilegio el mismo Sr. Liévano, según los contratos que celebró con el Gobierno del extinguido Estado de Cundinamarca, de fechas 14 de Febrero y 18 de Marzo de 1884 y 10 de Noviembre de 1885.
