Facultase a los Alcaldes de las capitales de Departamento y de las ciudades que de acuerdo con el censo de 1938 tengan 50.000 habitantes o más, para crear empleos y señalarles asignaciones y funciones y suprimir o refundir cargos o secciones; todo esto dentro de las partidas asignadas para personal en el respectivo presupuesto y con el fin de reorganizar en forma técnica la Administración Municipal.
