Art. 13. Con estos datos, los Administradores departamentales de Hacienda abrirán la cuenta de las dos especies mencionadas. Cuando empiecen á funcionar los Administradores de Hacienda de Circuito, darán aviso á aquellos empleados del número de hojas de papel sellado y de estampillas de timbre nacional de cada clase que obren en poder de los expendedores de los Municipios que forman el Circuito para que éstos empleados abran la cuenta de su cargo.
