Autorizase al Ministerio de Hacienda para abrir créditos adicionales al Presupuesto con el producido de las flotillas navales, talleres de la Base Naval M. C. Bolívar , venta de pasajes en las aeronaves militares, ventas de empaques de gasolina, que consume la aviación militar, productos del Instituto Geográfico Militar y hospitales militares, y en general, todo producto de las distintas dependencias del Ministerio de Guerra, y para destinarlos a aumentar el presupuesto de gastos de dicho Ministerio.
