La Junta Directiva de que trata el Artículo 1º de este Decreto estará formada por tres (3) miembros, así: el Ministro de Fomento quien la presidirá y por dos (2) miembros, con sus respectivos suplentes, nombrados por el Presidente de la Republica, de su libre nombramiento y remoción. Además tendrá un secretario que será nombrado a solicitud de la Junta. A las deliberaciones de la Junta asistirá el Director General con voz pero sin voto. También podrá concurrir a dichas deliberaciones y a solicitud de la junta, el Interventor General y el Revisor Fiscal, con voz pero sin voto.
