Por la naturaleza de la entidad, por estar vinculada al Ministerio de Defensa Nacional y por cumplir actividades que se relacionan con el servicio público de la seguridad nacional, sus empleados y trabajadores no pertenecen a la cartera administrativa ni podrán sindicalizarse; no obstante lo cual, en el escogimiento de candidatos para integrar dicho personal prevalece el sistema de selección por méritos, aptitudes e integridad moral.
