Art. 8. ° En el Presupuesto de Gastos de la próxima vigencia económica se incluirá la partida de ciento cincuenta mil pesos ($ 150,000) para el hospital; la de cincuenta mil pesos ($ 50,000) para el monumento que manda erigir la Ley 58 de 1890 , y la de veinte mil pesos ($ 20,000) para el arco de la avenida.
