En el concurso abierto podrán utilizarse dos (2) o mas instrumentos idóneos de selección. El concurso de ascenso se realizará además, tomando en consideración y ponderando adecuadamente la antigüedad, las calidades especiales, la calificación de servicios, el análisis de antecedentes y la formación académica. En general, los procedimientos de selección a utilizar deben ser fijados expresamente en el respectivo reglamento del concurso.
