Las disposiciones constitucionales que reformen el sistema de elección popular del Presidente de la República, Senadores, Representantes, Diputados y Concejales, o que afecten la representación proporcional de los partidos por medio del cociente electoral, deberán ser aprobadas en cada Cámara por el voto de los dos tercios de los asistentes.
