º Todo pago requiere haber sido ordenado previamente por el Registrador Nacional del Estado Civil, sus Delegados y los Registradores Distritales. En consecuencia, los ordenadores del gasto y los pagadores de la Registraduría, responderán por las contravenciones a las normas en materia fiscal, contractual y presupuestal, y serán responsables personal y pecuniariamente de los perjuicios que causen a la entidad.
