En los trámites del negocio, y en la audiencia pública, el Ministerio Público representa a la Nación, si ésta es interesada.

Si en el juicio no es parte la Nación, se oirá siempre al Ministerio Público, en interés de la ley.

Los Departamentos o Municipios, según los casos, deben hacerse representar por voceros especiales.
