En las oficinas del Consejo Nacional Electoral, de las Delegaciones del Registrador Nacional del Estado Civil y de las Registradurías Distritales, Municipales y Auxiliares habrá arcas triclaves en las cuales se depositarán los documentos electorales que deban ser objeto de escrutinio. Las arcas triclaves serán suministradas así: La del Consejo Nacional Electoral, por la Registraduría Nacional del Estado Civil; las de las Delegaciones del Registrador Nacional del Estado Civil, por las gobernaciones o por las mismas Delegaciones y las de las Registradurías Distritales, Municipales o Auxiliares, por las Alcaldías o por las mismas Registradurías.
