En el monumento ordenado, se incluirá la efigie de don Simón Rodríguez, maestro del Libertador; se pondrá en el texto del juramento histórico; y al final esta inscripción:
LA REPUBLICA DE COLOMBIA A SU LIBERTADOR, SIMON BOLIVAR, QUIEN JURO EN ROMA, LA ETERNA, LA LIBERTAD DE SU PATRIA.
