La partida necesaria para el cumplimiento de esta Ley, se incluirá en el Presupuesto para la próxima vigencia, y se declararán los gastos de necesidad imprescindible. En defecto de la apropiación, podrá el Gobierno abrir los créditos administrativos correspondientes, sin audiencia del Consejo de Estado.
