La suma destinada por el artículo 1° de la presente Ley será incluida en el Presupuesto Nacional de la próxima vigencia fiscal. Pero si así no lo hiciere, autorízase al Gobierno para llevar a cabo las apropiaciones, créditos, traslados y demás operaciones presupuestales a que hubiere lugar para dar efectivo cumplimiento a lo dispuesto en esta Ley, la cual rige desde su sanción.
