ARTICULO 31. Este decreto rige desde la fecha de su publicación y deroga los decretos 1745 y 1749 de 1991 y los artículos 4° y 5° del Decreto 1746 de 1991. No obstante, los efectos derogatorios sólo se producirán a partir de la fecha en que se perfeccione la última de las cesiones ordenadas par este decreto.
