Art. 1.° Las mercaderías que se introduzcan á la República en paquetes ó encomiendas postales sin factura certificada, pagarán el impuesto consular en la forma y cuantía que á continuación se expresan: 1° Por las que contengan piedras preciosas sueltas ó en joyas, oro, platino y plata en cualquier forma, el 4 % de su valor, en moneda nacional; 2° Por las demás mercaderías el 2 % de su valor, en la misma moneda.
