Los descuentos y rebajas que puedan hacer las empresas de transportes por razones comerciales, es decir por tratarse de la conducción de cargamentos en grande escala deben quedar previamente especificados en las tarifas y reglamentos que se sometan a la aprobación del Gobierno, a fin de que todos los clientes que se coloquen en igualdad de condiciones gocen de las mismas ventajas
