Programas de electrificación rural y de reforestación . Aunque un municipio tenga sólo parte de su territorio dentro de la hoya hidrográfica, se tendrá en cuenta toda el área del municipio para ejecutar los programas de electrificación rural y de reforestación. Los programas de reforestación y electrificación rural se ejecutarán dando prioridad, dentro de la hoya hidrográfica, a las zonas más cercanas al embalse. En los de reforestación, también se dará prioridad a las zonas donde exista notoria erosión y donde se deban sustituir los cultivos existentes por siembra de bosques, dentro de la hoya hidrográfica o dentro de los municipios que la comprendan.
