Desde el 1° de mayo de 1943 funcionarán sesenta (60) Juzgados de Instrucción Criminal, distribuídos en los distintos Distritos Judiciales del país en la forma que determine el Gobierno, tomando en cuenta las estadísticas de criminalidad en cada Distrito Judicial. Cada Juzgado tendrá un Juez y un Secretario, con la asignación mensual de doscientos pesos ($200.00) para el primero y cien pesos ($100.00) para el segundo.
