Artículo tercero. El 15 de septiembre de cada año, los Departamentos, por intermedio de la Dirección de Educación, presentarán un plan de desarrollo de enseñanza primaria y de destinación presupuestal para la vigencia siguiente. Dicho plan deberá ajustarse a las campañas indicadas en el artículo anterior y también a la creación de nuevas plazas de maestros, de nuevos locales escolares, y a mejorar la remuneración del magisterio de primera enseñanza.
