El Gobierno procederá a celebrar un contrato con el Banco de la República sobre el recaudo de los impuestos que fueron establecidos por el Decreto 2078 de 1940, en el cual podrá estipularse el derecho para el Banco de percibir una comisión por tal servicio. Queda autorizado el Banco de la República para celebrar dicho contrato.
