Artículo primero . La primera partida de $ 50.000.00, mencionada en el primer considerado de este Decreto, o sea la que se ordenó girarle al señor Vicario Apostólico de Tumaco, será distribuida por partes iguales entre las familias afectadas por el incendio en cuestión, con destino a la reconstrucción de sus viviendas, para lo cual intervendrá una Junta especial constituída por dicho señor Vicario Apostólico, por el señor Gobernador de Nariño, o la persona a quien éste designe como representante, por el Presidente del Concejo Municipal de Tumaco, y por el Personero de la misma localidad.
