Se garantiza el libre acceso de toda clase de vehículos, cualesquiera que sea su procedencia, a los muelles,' bodegas y demás servicios de los Terminales Marítimos. En consecuencia, ni aquéllos ni la carga podrán ser objeto ,de gravámenes especiales por dicho acceso, o de restricciones o trabas que puedan perjudicar los diferentes medios de locomoción.

Parágrafo

El Gobierno reglamentará el tránsito y arribo de los vehículos a los servicios portuarios, sin establecer prelaciones que puedan constituir privilegio a favor de ninguna empresa de transportes.
