amends decreto 1344/70

El artículo 199 del Decreto-ley 1344 de 1970, quedará así:

Artículo 199. Cuando un vehículo transite sin haber obtenido la expedición de las placas correspondientes o sin permiso provisional de tránsito, será inmovilizado y su conductor sancionado con la multa equivalente a cinco (5) salarios mínimos.
