Para dar cumplimiento efectivo a esta ley y a las numerosas a que ellas se refiere, facúltase ampliamente al Gobierno para disponer hasta de la suma de diez millones de pesos ($ 10.000,00), que arbitrará en la forma que se expresa en los artículos siguientes.
