Los ascensos se confieren a los Oficiales y Suboficiales de las Fuerzas Militares en actividad que satisfagan los requisitos legales, dentro del orden jerárquico de la respectiva Fuerza y de acuerdo con las vacantes existentes para cada una de las clasificaciones de que trata el artículo 9° del presente Decreto y sólo se otorgan para continuar en servicio activo.
