Fenecimiento de derechos . Para efectos de lo previsto en este artículo, se podrán fenecer mediante acto motivado, las obligaciones de pago a cargo de las entidades ejecutoras de asignaciones del Fondo Nacional de Regalías, registradas a favor de dicho Fondo, durante la etapa de liquidación del mismo, cuando evaluada y establecida la relación costo-beneficio resulte más oneroso adelantar el proceso de cobro que el monto a recuperar.
