El Director del Departamento está facultado para comunicarse directamente con cualquier ministerio u oficina independiente o con cualquier empleado, agente o persona que tenga negocios oficiales con su Departamento o que la haya prestado alguna reclamación, y para pedir la apertura de créditos adicionales de acuerdo con la Ley 34 de 1923 el Director Jefe podrá presentarse Ante El Consejo de Ministros cuando haya necesidad de hacer patentes las necesidades sanitarias del país y el objeto de sus reclamaciones a favor de la salubridad pública.
