El Gobierno podrá mandar al Exterior dos alumnos graduados en el Instituto Técnico Central para que se perfeccionen en los ramos industriales que hayan estudiado en Colombia. Estos alumnos, que estarán vigilados por los empleados consulares y Agentes Diplomáticos respectivos de la Republica, permanecerán tres años en el Exterior y tendrán derecho a seiscientos pesos ($ 600) de viáticos de ida y vuelta, y a cincuenta pesos ($ 50) de pensión Mensual.
