Articulo 19 . Los contratos de empréstitos que celebre la Nación destinados a financiar tanto la reconstrucción de los municipios afectados por el sismo del 31 de marzo de 1983, como los bienes y servicios que requieran sus habitantes, solo necesitaran para su celebración y validez, el concepto previo favorable del Consejo Nacional de Política Económica y Social y las firmas de la entidad prestamista y de la autoridad competente en los términos de la delegación presidencial, cuando se trate de empréstitos externos. Si se trata de empréstitos internos únicamente la firma tiene dichas partes.
