Con el objeto de hacer efectiva la democracia de participación en el sector educativo, de crear nuevas oportunidades educativas en favor de los sectores populares y de abaratar los costos de la educación, el Gobierno, a través del Ministerio de Educación Nacional y de la Superintendencia Nacional de Cooperativas, fomentará los institutos docentes de carácter cooperativo o mutuario.
