Art. 2.° Los Administradores de las Aduanas de la República, procederán inmediatamente á requerir á los importadores de que trata el artículo anterior, á fin de que verifiquen en las arcas nacionales el pago de los derechos de importación por ellos causados y pagados á individuas sin carácter oficial alguno; y si no lo verificaren inmediatamente, procederán á cobrar, haciendo uso de la jurisdicción coactiva, el importe de tales derechos con más el recargo de que trata el mismo artículo, debiendo dirigir la acción | tanto contra el deudor principal como contra sus respectivos fiadores.
