para la implementación de la presente ley, las entidades señaladas, asignarán en sus presupuestos y planes de inversión los recursos necesarios que garanticen el cumplimiento de la misma, los ajustes presupuestales considerados en este artículo se harán de forma progresiva respetando el marco fiscal de mediano plazo.
